Start with four separate questions
“Same network” is not a complete comparison. Treat footprint, roaming, traffic treatment, and plan or device constraints as separate layers. Two services can share many cell sites while differing at one or more of those layers.

Radio footprint is the physical starting point
The host network's cell sites, spectrum, and deployed radio technologies establish the potential service area. That is a starting point, not a promise of indoor coverage or a guarantee that every host feature is available through every wholesale arrangement.
Coverage maps are modeled estimates. Terrain, buildings, foliage, weather, network changes, and indoor materials can affect service. The FCC's National Broadband Map lets users compare reported mobile coverage, but a location-specific trial remains the strongest practical check.
- Compare the exact addresses, roads, and indoor locations that matter—not only a nationwide percentage.
- Check whether the map represents voice, data, 4G LTE, or 5G and note the modeled speed threshold.
- Test calls, messaging, upload, download, and latency at both normal and busy times.
Roaming can change the usable footprint
A host carrier may use roaming partners outside its owned radio footprint. An MVNO's wholesale arrangement may include all, some, or none of that roaming. International roaming is a separate question from domestic roaming and can have different eligible countries, devices, speeds, and limits.
Do not infer an MVNO's roaming entitlement from the host carrier's retail map. Ask which map applies to the exact plan and read the current roaming terms.
Priority matters mainly when capacity is scarce
Networks schedule many users over finite radio capacity. A plan's traffic treatment may affect performance during congestion, while making little observable difference on an uncongested cell. The outcome varies by time and location, so a single speed test cannot establish a universal ranking.
Distinguish temporary congestion management from a plan's fixed speed cap, high-speed data allowance, hotspot limit, or video-management setting. They are different mechanisms and should not be collapsed into a claim that all MVNO service is inferior.

Device compatibility is more than an unlocked phone
An unlocked device may still lack useful frequency bands, Voice over LTE support, eSIM capability, or the host network's required configuration. A device can therefore activate yet perform poorly in a particular market.
- Run the provider's IMEI or device-compatibility check before purchase.
- Confirm supported LTE and 5G bands against the markets where the device will be used.
- Verify voice, emergency calling, hotspot, Wi-Fi calling, and eSIM requirements—not just data.
- For imported or IoT hardware, validate certification and carrier acceptance with the provider.
A repeatable pre-purchase test
Use this short protocol for a consumer line, employee fleet, or pilot deployment. Record results so the decision is based on the same locations and criteria for every candidate.
- List critical locations and routes, including indoor and rural requirements.
- Confirm host network, applicable coverage map, domestic roaming, and international roaming in writing.
- Check every device model or representative IMEI; do not assume a product family is uniform.
- Document high-speed data, throttling, network-management, hotspot, and video terms.
- Pilot during normal and busy periods; test voice, text, upload, download, latency, and handoff.
- Recheck current terms before a large purchase because networks, maps, and plans change.
Coverage is not the same as operator type
MVNO describes a business and network-access model, not a universal service tier. Some MVNOs are independent, some are carrier-owned, and full MVNOs may operate more of the core-network stack than light MVNOs. Those differences can affect control and operations, but they do not by themselves predict performance at a particular address.
