Lifeline Wireless Service: Eligibility, Benefits & How to Find a Provider

The federal Lifeline program helps eligible low-income consumers reduce the cost of phone or internet service. Learn how the program works, or complete our short form to be connected with a participating Lifeline provider.

What Is the Lifeline Program?

Lifeline is a federal program designed to make communications services more affordable for eligible low-income consumers. It is overseen by the Federal Communications Commission (FCC) and administered by the Universal Service Administrative Company (USAC).

Eligible consumers may receive a monthly discount on qualifying phone, wireless or broadband service from a participating Lifeline provider, with an enhanced benefit available for consumers on qualifying Tribal lands. A participating provider can explain the current benefit amount and how it applies to available plans.

Lifeline is different from a traditional wireless promotion or discounted phone plan. Eligibility is determined under federal Lifeline requirements, and the benefit is limited to one qualifying service per household. Atomic Mobile does not administer the Lifeline program, determine eligibility or provide Lifeline service.

Who Qualifies for Lifeline?

You may qualify for Lifeline if your household income is at or below 135% of the Federal Poverty Guidelines, or if you (or a member of your household) participate in one of these federal assistance programs:

  • Medicaid
  • Supplemental Nutrition Assistance Program (SNAP)
  • Supplemental Security Income (SSI)
  • Federal Public Housing Assistance (FPHA)
  • Veterans Pension and Survivors Benefit
  • Certain qualifying Tribal assistance programs

Eligibility requirements can change. Verify current requirements through the official Lifeline program resources below or with a participating Lifeline provider.

How Does Lifeline Wireless Service Work?

If you qualify, the federal benefit is applied to eligible service from a participating provider. Depending on the provider and plan, Lifeline wireless service may include mobile voice, text messaging, mobile data, smartphone service and Bring Your Own Device options. Plans, devices, network availability and features vary by provider and location.

The Lifeline benefit is limited to one benefit per household, not one per individual, and enrolled consumers must recertify their eligibility annually.

Is Lifeline the Same as a "Free Government Phone"?

You may have heard Lifeline described as a free government phone program. Lifeline itself is a federal benefit that reduces the cost of qualifying communications service. Participating wireless providers may offer plans or devices with little or no out-of-pocket cost to eligible consumers, depending on the provider, plan and location.

The federal government does not operate a wireless carrier or directly provide consumers with cell phones. When comparing Lifeline phone plans, review the participating provider's service, network coverage, device policies and plan terms.

How Do I Apply for Lifeline?

Lifeline eligibility is verified through the National Verifier, the federal system administered by USAC. You can apply online, by mail, or with the help of a participating Lifeline provider, which can also explain available service options. (Residents of Oregon and Texas use their state's process.)

Can I Keep My Current Phone Number?

In many cases, wireless customers can transfer, or "port," an existing mobile number to a new provider. Whether your number can be transferred depends on the provider, your existing service and the status of your current number. Ask the participating Lifeline provider about number portability before changing service.

Can I Use My Own Phone?

Some Lifeline providers support Bring Your Own Device (BYOD) — your phone must generally be compatible with the provider's network and meet activation requirements. Other providers may offer eligible consumers a device as part of their service. Availability and terms vary by provider.

Does Lifeline Work With 5G?

Lifeline is a benefit program, not a separate wireless network. Participating providers typically use existing nationwide wireless networks, so depending on the provider, device, plan and coverage area, Lifeline customers may have access to 4G LTE or 5G service.

Is Lifeline Available in Every State?

Yes — Lifeline is a federal program available throughout the United States, but participating providers, plans and service availability vary by state and area. Entering your ZIP code when requesting information helps determine which options may be available near you.

Is Lifeline still available?

Yes. Lifeline is an ongoing federal communications benefit program overseen by the FCC and administered by USAC. Eligible consumers can receive a monthly discount on qualifying service, with an enhanced benefit available on qualifying Tribal lands. A participating provider can explain the current benefit and plan options.

Is Lifeline the same as ACP?

No. Lifeline and the Affordable Connectivity Program (ACP) are separate programs. The ACP ended June 1, 2024, after its federal funding was exhausted. Lifeline continues as a separate, ongoing federal program.

Does Medicaid qualify for Lifeline?

Participation in Medicaid by you or a member of your household is one of the federal assistance programs that can establish Lifeline eligibility, subject to verification through the National Verifier.

Does SNAP qualify for Lifeline?

Yes — participation in the Supplemental Nutrition Assistance Program (SNAP) by you or a household member is a qualifying program for Lifeline, subject to verification through the National Verifier.

Can I have more than one Lifeline account?

No. Lifeline is limited to one benefit per household — not one per person. Federal rules define what counts as a household for purposes of the program.

Can seniors qualify for Lifeline?

Yes. Age itself does not determine eligibility. Seniors qualify the same way as anyone else — through household income at or below 135% of the Federal Poverty Guidelines, or participation in a qualifying program such as Medicaid, SNAP or SSI.

Can veterans qualify for Lifeline?

Yes. Receiving the Veterans Pension or Survivors Benefit is a qualifying program for Lifeline. Veterans may also qualify based on household income or another qualifying assistance program.

Can I get Lifeline if I already have a cell phone?

Potentially. Having a cell phone does not by itself prevent you from qualifying. Eligibility is based on income or program participation, and the one-benefit-per-household rule still applies.

Can I keep my existing phone number?

In many cases, yes. Most wireless providers support number portability, which lets you transfer an existing number to a new provider. Ask the participating Lifeline provider whether your number can be transferred before changing service.

Does Lifeline include unlimited data?

Plans vary by provider. Federal rules set minimum service standards, and some providers offer additional voice, text or data beyond those minimums. Review the specific plan before enrolling.

Does Atomic Mobile offer Lifeline plans?
